Why vape shipping is different from ordinary e-commerce
Two layers of rules stack on top of each other.
Federal: the PACT Act. Since 2021 the Prevent All Cigarette Trafficking Act has covered electronic nicotine delivery systems. In practice it means a compliant seller must:
- Register with the ATF and with the tobacco-tax authority in every state it ships to
- File monthly reports of shipments into each state
- Verify the buyer's age and identity against a commercial database at purchase
- Use a delivery method that obtains an adult signature at the door
- Collect and remit applicable state and local excise taxes
The most visible consequence for buyers: the USPS no longer carries vapor products. That is why vape shipping uses private carriers with adult-signature service, why it costs more than a t-shirt does, and why it cannot be left on a doorstep.
State and local: everything else. On top of the federal layer, individual states — and in some cases individual cities and counties — restrict or prohibit vapor sales. These rules move, and they are not uniform. A state may:
- Prohibit delivery sales of vapor products entirely
- Allow devices but prohibit flavored products
- Allow tobacco and menthol profiles while restricting fruit and dessert ones
- Impose an excise tax that changes the price at checkout
- Apply a rule at city or county level that differs from the rest of the state
That last one catches people out. "My state is fine" and "my address is fine" are not always the same sentence.
How to find out whether we ship to you
We do not publish a static list of states here, and that is deliberate — these rules change often enough that a list in a blog post would be wrong within months, and a wrong answer is worse than no answer.
Instead:

Orders are processed Monday to Friday, excluding holidays. Processing time and carrier transit time are separate — the delivery estimate starts when the carrier accepts the package, not when you click buy.
Adult signature: the part that goes wrong most often
Almost every delivery problem in this category traces back to the signature requirement. It is not optional and we cannot waive it.
What to do:
- Ship to an address where someone 21+ will actually be present
- Track the package from the shipping-confirmation email onward
- Respond to carrier notices quickly — attempts are limited
- Contact us before contacting the carrier if you need a reroute, an address change, or a hold. Going direct to the carrier for a signature waiver on a vapor shipment does not work and can send the package back
What it costs to get wrong: a package returned for a failed signature, a refusal, a bad address, or an uncollected hold can be reshipped only after the redelivery and shipping charges are paid. Why there is no international shipping
We ship to the United States only — no Canada, no international. Cross-border nicotine shipping runs into import law, destination-country nicotine caps, and carrier policy all at once. Sellers who advertise worldwide vape shipping are usually either not compliant or not going to complete the delivery.
Prices, taxes and why the total moves
Vapor excise taxes are set at state and sometimes local level, so the tax on an identical device genuinely differs between two addresses. Shipping is calculated at checkout from the destination, the available carrier service, adult-signature service and order size. If the total at checkout is higher than you expected, that is where it comes from — not a fee we chose.
Worth knowing: because shipping on vapor products carries a fixed compliance cost per package, larger orders are meaningfully better value per device than repeated small ones. If something goes wrong
- Tracking says delivered, package is missing: email us promptly with the order and tracking number. A delivered scan does not automatically qualify an order for a refund, but we will help drive the carrier inquiry.
- Visible transit damage: report it within 48 hours and keep the product, box, label and packing materials — we may need photographs.
- Order cancelled for a restricted destination: full refund, no restocking fee.
